LRA GUERRILLA LEADER BEEN FORCED TO SIGN PEACE DEAL


Ugandan President Yoweri Museveni has called on rebel leader Joseph Kony to sign a final peace deal designed to end a two-decade insurgency in the east African nation. The call was made days after the Lord’s Resistance Army (LRA) leader snubbed mediators again by failing to show up and sign the accord, saying he would not come until arrest warrants for him by the International Criminal Court (ICC) were scrapped.

lra-leader“President Yoweri Museveni has urged … Kony to come out and sign the peace accord,” Uganda’s presidency said in a statement late on Monday.”The President noted that Kony has had enough time and brief on the International Criminal Court process as displayed in the draft peace agreement,” said the statement.

Last week, Kony told Ugandan elders in a remote region bordering Sudan and the Democratic Republic of Congo that he needed more information on the ICC indictments after mediators gave him until the end of November to sign the deal.The Hague-based court wants Kony for his role in a conflict notorious for the use of children as soldiers, porters and wives as well as for massacres and mutilations.

Kony’s war has killed tens of thousands of people, uprooted two million more and destabilised a large swathe of central Africa and oil-producing Sudan.Uganda’s peace process was thrown into disarray after Kony failed to turn up in April to sign the agreement. He has since repeatedly called meetings and not shown up.

Analysts say there are few options while he refuses to leave his well-defended and remote hideouts.”If Kony is still playing games it is up to him, but as government we advise him to come out of the bush,” Museveni was quoted as saying by the New Vision newspaper.
